The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a ability enabled by current data. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that regional partners are clearly incapable to fill in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, no doubt, continue.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the situation will not change more in its benefit in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a entire defensive failure until situations evolve in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
