The Former President's Woke Alarm Misses Europe's True Danger: Technological Stagnation.

The recent US security policy document presents a misguided assessment of Europe. It claims that open-border policies and so-called "woke" agendas represent an existential risk to European civilization. However, this argument is based on a fundamental misreading of the situation. The actual danger facing Europe is not societal but economic and technological lag.

A Glaring Economic Divide Between Europe and the US

The data reveal a sobering picture. Between 2008 and 2023, US GDP grew by 87%, compared to a mere 13.5% growth for the European Union. During this time, EU GDP per capita dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a greater average income than major EU nations like France and Italy.

Currently, about half of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Deficit: A Critical Problem

The growing disparity is driven by stronger productivity growth in the US, fueled by technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts agree it is essentially a contest between two involving the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a genuine capital markets union, a factor that caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can launch a service under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is split among 27 different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, there are causes for optimism. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Key analyses on European competitiveness and the single market point to the necessity of sweeping changes.

With the right policies and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

The continent still possesses considerable advantages: high-quality human capital, excellent education systems, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a new wave of venture creation.

Crucially, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
